Through an assessment of diversity literature and interviews with police officers, it highlights the limited commitment to fulfilling McPherson’s recommendations and the value of diversity training to operational policing. Against the backdrop of Black deaths in police custody, the book questions the extent to which ‘institutionalised racism’ has been genuinely challenged.

In October 2007, the Commission for Equality and Human Rights (CEHR) became operational. This development will place a growing emphasis on public bodies - such as the police - to meet their obligations as laid out in the Human Rights Act (1998). By drawing attention to a tragic and little-known problem, this book attempts to offer a genuine agenda for change.
